Note: Safe Flight 21 is/was a cooperative Government/Industry effort to evaluate enhanced capabilities for Free Flight based on evolving Communications, Navigation, and Surveillance (CNS) technologies. Safe Flight 21 was designed to demonstrate the in-cockpit display of traffic, weather, and terrain information for pilots and to provide improved information for controllers. The new technologies on which this program is based include Global Positioning System (GPS), Automated Dependent Surveillance - Broadcast (ADS-B), Flight Information Services (FIS), Traffic Information Service - Broadcast (TIS-B), and their integration with enhanced pilot and controller information displays. Safe Flight 21 was set up to evaluate the safety, service, and procedures improvements that these technologies make possible. The purpose of the Master Plan was to present a Safe Flight 21 plan for incrementally specifying, developing, and evaluating the operational enhancements called for in the RTCA Joint Government/Industry Roadmap.
